When Raymond Samuels won an endorsement in 2023 from Quebec's human rights commission (CDPDJ) of a record winning $44,000 against the Gatineau Police, he had visions of using that money to help defend the rights of struggling, marginalized communities in Ottawa and Gatineau.  He had worked years trying to pursue vindication.  This looked possible when in October 2025, he won acquittal in Quebec Superior Court (penal) for an alleged by walking offence which was further evidence of the Gatineau Police's rap sheet of harassment.

But, all of Mr Samuels' hopes for judicial relief came tumbling down when he ran into an apparent cabal of racist judges who seemed to be determined to subject him to a veritable Kangaroo Court reminiscent of America's "Jim Crow" era.

These sham proceedings started in August 2025 when apparent Kangaroo Court proceedings were kicked-off by The Hon Justice Anne-France Gagnon who prima facie is related to Marc Gagnon a police defendant.  After Mr Samuels complained to the Canadian Judicial Council aked then to look into that, in walks The Hon Justice Catherine Piché depicted in the photo.

On May 27th, this trial judge declared Ms Samuels to be a "vexatious litigant" and supported the Gatineau Police's representation that "It was not nice for him to complain about racism against the police."

After getting support from a Government of Quebec agency regarding racial profiling, this judge not only illegally took away the award, but banned him from making any more complaints regarding discrimination and human rights abuses in Quebec, and has blocked in from even making complaints to the Canadian Judicial Council and elsewhere.  He is also forbidden of suing anyone in Quebec for any reason unless he obtain "special permission" which he will not get.

Even references to Canada's Black Justice Strategy was criticized by this trial which is a Department of Justice Canada publication.

This judge's decision violated Quebec's Charter.  Ms Samuels was already acquitted from vexatious litigant proceedings by the Quebec Court of Appeal in March 2025, but this was of no interest to Judge Piché.

This Kangaroo Court even criticized Mr Samuels for making a presentation to the Quebec National Assembly that invited him to present, and for making representation to Canada's Senate.  This judge has threatened everyone's freedom through her dictatorial ruling which has no place in Canada.
