progressive stance on race relations. However, recent events at their
Rideau Centre location in Ottawa raise serious concerns about the
practical application of these policies. A troubling incident involving
racial profiling highlights a stark disconnect between corporate
rhetoric and customer experience. Ray,
a visitor with a professional background in human rights law and racial
profiling, recounts an unsettling encounter during a routine visit to
purchase milk. Upon entering the store, Ray immediately noticed a
security guard positioning himself directly behind, maintaining an
uncomfortably close distance while watching every move. This
surveillance persisted as Ray moved throughout the store, with the guard
following aggressively, even standing conspicuously next to an employee as
if anticipating theft. When
confronted, the guard openly admitted to following Ray, justifying the
behaviour as “doing their job.” The store management offered no apology,
treating the incident casually despite its clear implications of racial
bias. Subsequent complaints to both the store management and Loblaw’s
head office failed to result in any meaningful action or resolution. This
experience is not an isolated one for Ray, who has previously faced
similar treatment at this location. The repeated racial profiling and
lack of accountability prompted Ray to escalate the matter by filing a
formal complaint with the Ontario Human Rights Tribunal. The
case underscores an urgent need for retail corporations to move beyond
superficial policies and actively ensure that all customers, regardless
of race, are treated with dignity and respect. It also highlights the
critical role of oversight bodies in addressing systemic discrimination
when corporate mechanisms fail.
