Quebec Chief Justice Anne-Marie Paquette emulates Justin Trudeau's corruption and racism
When most Quebecers and Canadians think of someone whose role is Chief Justice they think of someone who is the ultimate defender of moral propriety in the justice system including human rights and defending the integrity of the constitution. However, this cannot be said of Quebec's Chief Justice Anne-Marie Paquette who has been linked to profound abuse of power involving shocking breaches of ethics and a conspiracy to undermine human rights in relation to both the Quebec Charter and the Canadian Charter of Rights and Freedoms.
Chief Justice Anne Paquette apparently didn't like the fact that Mr Raymond Samuels, a black guy and self-represented litigant, was successfully litigating against white francophone lawyers representing the Gatineau Police. The CDPDJ had endorsed a $44,000 claim in support of Mr. Samuels against the human rights abuses involving racial profiling.
Operatives of the Chief Justice in collusion with the Gatineau Police then began to put pressure against the The Hon Justice Azimuddin Hussain to retaliate against Mr Samuels' claim by declaring him to be a "vexatious litigant" in order to strip away his civil rights as guaranteed by Section 24(1) of the Canadian Charter of Rights and Freedoms. Not only did Justice Hussain refuse but he closed the file on April 2, 2025 after the Quebec Court of Appeal refused to declare Mr Samuels to be a vexatious litigant in March 2025. This was no problem for the Chief Justice though who then illegally got the file re-opened so that the Gatineau Police could immediately begin to get him declared to be a vexatious litigant again in the Quebec Superior Court.
This was quite illegal because under Section 37.1 of the Quebec Charter, once the accused is acquitted, you can't immediate re-trial them again. The Chief Justice then got The Hon Anne-France Gagnon to illegally re-open the file in order to avoid the Gatineau Police having to appeal the Quebec Court of Apppeal's decision to the Supreme Court. Anne-France Gagnon is an apparent relative of Nicolas Gagnon, who is a police defendant.
Mr Samuels complained about this apparent conflict-of-interest to the Canadian Judicial Council after Chief Justice Paquette's Office refused to do anything about the matter. That's when Mr Samuels noticed that the Chief Justice was directly implicated in an effort to ignore his rights pursuant to Canadian Judicial Council guidelines as a self-represented litigant and a human rights victim. Mr Samuels then sent a corresponding complaint to the Canadian Judicial Council about the apparent nefarious activities of the Chief Justice whose Office assigned The Hon Justice Brian Urbas to get Mr Samuels declared to be vexatious on February 24, 2026. But, after Justice Urbas met Mr Samuels during the proceeding, he chose not to declare him to be vexatious either.
An apparently angered Chief Justice didn't want to take any chances with Judge Urbas assigned to presiding over the illegal new vexatious litigant proceeding scheduled for May 27, 2026.
Through The Hon Justice Catherine Piché, the Chief Justice found a judge who was very enthusiastic about not only declaring Mr Samuels to be vexatious in an illegal proceeding but also subjected Mr Samuels to both public ridicule and corresponding unlawful court directions which Raymond Samuels will explore in his upcoming book "You're Justice a Nigger". This book is an indictment on racism and corruption in the Quebec Justice system under Judge Paquette.
Chief Justice Marie-Anne Paquette was appointed as the Chief Justice of the Superior Court of Quebec on June 2, 2022. Her appointment was officially announced by Prime Minister Justin Trudeau on June 6, 2022. Paquette reflects the most sociopathic tendencies of the former Justin Trudeau government which includes a disdain for human rights, racism and the rule of law.
Paquette can be described as the legal incarnate of Trudeau's "blackface" and Judge Piché's declaration was in sync with the apparent racism of Quebec's Chief Justice.
Piché not only illegally cancelled the $44,000 claim endorsed by a Quebec government agency but declared that Mr Samuels was only "pretending" to have a diploma. Apparently, according to Piché and Paquette, black people like Ms Samuels, don't have diplomas. Paquette is apparently willing to encourage consenting judges to embellish Chief Justice activities with outright lies, in an effort to improperly support police retaliation against a human rights claim.
Piché then forbade Mr Samuels from filing any more complaints about human rights abuses or any matter of any kind in Quebec Courts without getting Paquette's permission -- completely illegal under the Quebec Charter. In addition, Piché forbade Mr Samuels from even complaining about her and Paquette's ethics violations without getting Paquette's permission to complain about her or Paquette.
Mathieu Daponte, the Gatineau Police lawyer, encouraged Piché to do whatever he wanted her to do because no one was going to find out. Daponte then got Paquette's judge to delcare that it was "not nice" for Mr Samuels to "accuse" the police of racism. When Mr Samuels told Judge Piché that Judge Urbas took entirely a different approach to the proceedings, Piché then accused Mr Samuels to be a "narcissist". Piché then attacked Mr Samuels for opposing "Bill 96" and for supporting anglophone, ethnic, and other minority rights which Piché stipulated in behalf of Paquette was "wasting court resources" and police money.
It was clear from Piché's decision that she declared Ms Samuels to be vexatious as part of an unlawful corrupt and racist political persecution.
There's little doubt when Mr Samuels makes his appeal, Paquette will seek to hand pick another judge at the Quebec Court of Appeal who reflects her apparent corrupt and racist vendetta. Justice would best be served if Paquette resigns. Her apparent nefarious activities are clearly not in line with her role of Chief Justice. There are obviously better qualified judges for the role of Chief Justice and that includes Justice Hussain who singularly proved himself to me a judge of the kind of integrity that Quebecers and Canadians expect regarding the defence of human rights and our legal ideals as a society.
It is apparent that Chief Justice Paquette is using her authority to deprive Mr Samuels of civil rights under the colour of the law. In the process of her improper abuse of power in behalf of police authority, she now threatens to completely undermine the ability of human rights victims to seek judicial review for police abuse and other experiences of discrimination. Paquette needs to resign just like her former "boss" Justin Trudeau, and quicker she does this is the quicker that the rule of law and a respect for human rights can be restored in Quebec's courts.
